We Offer HUD Compliance Certification Inspection
Foundation Inspections For Manufactured Home
All new and existing foundation inspections must meet all guidelines published in September 1996 Permanent Foundation Guide for Manufactured Housing (HUD-7584).a licensed professional engineer must provide a certification attesting to compliance with this handbook.
This means the foundation must meet the standards mentioned in the HUD manual Permanent Foundations Guide for Manufactured housing 1996. This manual requires that every manufactured home must meet a site-specific design. This includes Snow, Dead, wind, and seismic loads, which must be considered. A perimeter, frost line protected strip foundation, and protected piers under the chassis must be present.
HUD Requirement
The HUD requirement is a critical part of the building code. It outlines how the foundation of a house must be constructed and how it should adhere to the building code.
The design must provide additional protection against horizontal uplifting shearing or uplifting forces. The HUD requires that unless there is an alternate, site-specific engineered design, the stacked blocks the unit sits on must not only be mortared but also be attached with a rebar to the footing. Extra strapping should be provided between the stacked blocks to ensure this. All HUD projects must be stamped by a licensed professional engineer verifying that they meet the requirements.
Inspection Information
Our inspection reports at 1st Rate Inspection meet the FHA and HUD standards. We ensure inspecting and verifying the following items during inspection:
- Site layout to identify potential drainage and flood-prone areas
- Home manufacturer's names, addresses, and phone number
- Date of manufacture and foundation construction
- The inspection record along with the building permit
- Size of the foundation
- Foundation ties
Requirements For A Title I loan for a manufactured home.
- A certificate label attached to the home, or
- A label verification letter. Obtain a label verification letter by visiting the website of the HUD-approved contractor, the Institute for Building Technology and Safety (IBTS)
Requirements For A Title II loan
- A certificate label or label verification letter.
- The home's placement on a permanent foundation complies with the Permanent Foundations Guide for Manufactured Housing (PFGMH).
- A licensed professional engineer certification that verifies compliance with the PFGMH.
What are the most common permanent foundation errors that delay an FHA-insured loan approval for a manufactured home?
- The foundation footings should be placed below the frost line to ensure a good foundation. The goal is to protect foundations from frost heaving.
- Dry-stacked piers are used instead of the required piers with mortared head and bed joints.
- Use ground anchors because FHA does not accept these as a permanent attachment.
- An engineer's certification not present with a permanent foundation, even if the foundation complies with all other elements.
- A Vinyl skirting is used as an enclosure but doesn't meet FHA requirements on the following things:
- Properly enclosed crawl space with a continuous permanent foundation-type construction (similar to a conventionally built foundation)
- It is designed to resist forces without transmitting the movements or effects to the building superstructure caused by soil settlement, frost heave, or the shrinkage or swelling of expansive soils.
- Vinyl skirting is adequately secured to the unit's perimeter to exclude entry of water and vermin.
- Proper ventilation allowance of the crawl space.
